Specifying an incorrect DTD in the webapp descriptor file (WEB-INF/web.xml) 
doesn't seem to affect the use of the webapp. A good example of an incorrect 
DTD is:

<!DOCTYPE web-app
    PUBLIC "-//Sun Microsystems, Inc.//DTD Web Application 2.3//EN"
    "http://java.sun.com/j2ee/dtds/web-app_2_3.dtd">

Other JSP 1.2 servers refuse to startup webapps that don't specify the DTD as:

<!DOCTYPE web-app
    PUBLIC "-//Sun Microsystems, Inc.//DTD Web Application 2.3//EN"
    "http://java.sun.com/dtd/web-app_2_3.dtd">

This isn't a big issue, but can cause confusion when porting from Tomcat to 
other servers. Is it possible that a warning could be displayed in the console 
when an incorrect DTD is referenced? This would be similar to the way that 
errors in the web.xml file are shown.
