Included resource or file "abcd.jsp" not found from requested res ource "/jetspeed/portal/

I'm unable to use JspPortlet, I always get this error....

"/jetspeed/WEB-INF/templates/jsp/
portlets/welcome.jsp" not found from requested resource
"/jetspeed/portal/".>

The template is there, and if I remove/rename it, I get a different
"template not found" error...any ideas?

I'm using Weblogic 7.0, and JDK 1.3
