> Mutation tracking needs a background process that attempts to reconcile missing mutations among replicas. To handle unusual network failures, replicas should be able to learn about the reconciliation states of peers it can't talk to via other peers & coordinators. The replica background process should prefer the coordinator process does as much work as possible, since it knows which nodes acked which writes, with the background process only doing work when it can't reach a coordinator and/or a coordinator can't reach a peer.
