How to open anonymous access

Newbee question:

I just installed Tomcat 4.1.12 on Win XP.  When I go to
http://localhost:8080 it keeps asking for a user name and password, but
won't accept anything and goes to the Unauthorized page.  I've tried my
OS user/pwd and all the user/pwds in the conf/tomcat-users file.  Any
idea?

I guess my question is how to give anonymous access?
