no more sms for buckets (new approach in the works)

I'm about to revert the 'buckets sms phase 1' patches from a few weeks ago
in preparation for using a free-list scheme that is private to the buckets
code, since the group wants to get rid of SMS and this seems the only
alternative.

If anyone objects to me reverting this, speak up now.
