OpenJPA 3.0.0-SNAPSHOT artifacts are published to ASF's Nexus after every SVN commit by a [Jenkins job|https://builds.apache.org/view/M-R/view/OpenJPA/job/OpenJPA-Trunk-Deploy/]: you can check 

https://repository.apache.org/content/groups/snapshots/org/apache/openjpa/openjpa/3.0.0-SNAPSHOT/

for example.
