Eclipse is hands down my favorite.  Worth a look even if you don't like
IDE's, and it's much faster than forte/netbeans.

Since we're all top posting here . . . :)

The group I'm working with is going through this question right now
too.  We're kind of haggling around with jBuilder, NetBeans, and
CodeWarrior.  NetBeans is pretty cool, and would almost certainly win
hands down (it being completely free and all) except the project
management concept doesn't seem to be very well defined.  Not sure
exactly what that implies, since I'm not really an IDE nut (IDEs were
designed for mouse junkies :).  CodeWarrior might still be winning out
since we already have several copies floating around.

I'll concur with that, Eclipse is fantastic and if you use the Lomboz plugin
at:

It gives you nice jsp debugging/deployment enviroment for a variety of
servers including a lot of tomcat versions.
