(Creating a JIRA issue to track this request.)

Now that SpamAssassin has graduated, we need to move its existing
mailing lists out of the incubator, and into the TLP's domain.

  - spamassassin-users@incubator.apache.org
      move to: users@spamassassin.apache.org

  - spamassassin-cvs@incubator.apache.org
      move to: commits@spamassassin.apache.org

  - spamassassin-dev@incubator.apache.org
      move to: dev@spamassassin.apache.org

  - spamassassin-ppmc@incubator.apache.org
      move to: pmc@spamassassin.apache.org

  - spamassassin-announce@incubator.apache.org
      move to: announce@spamassassin.apache.org
      [this may not already exist, as if I recall correctly we were not
      going to use it until we graduated.  if not, it should be
      virtually identical to the -users setup, except for the setting
      that moderation be required to post.]

List-Id headers, and subscriber rosters etc., for the existing lists
should be all OK.   Forwarding aliases from the old list addresses to the
new ones would be nice, but not essential.
