A JIRA project for tracking new work overall?

Would anyone object to creating an Apache JIRA project called MVNPROJ --
the idea here is that one could open a JIRA for something like 'create a
new plugin (or component) for purpose X'. Once the plugin made it off the
ground, it would get its own JIRA.

I'm not quite sure I understand. Are you talking about administrative stuff, requests outside of the scope of MNG, or some partial replacement for MNG?
