jira-reports are being generated 4 times when only once is needed, during release

The first factor of 2x comes from putting two executions in the pluginManagement section - one was for the command-line and the other was for child processes that wanted to have this.  But when the child includes a this plugin, even though it specifies only one execution, the other execution happens, also (it's inherited from the parent's pluginManagement).  Merge these, using the id default-cli.

The 2nd factor of 2x comes from the Javadoc plugin - it "Invokes the execution of the lifecycle phase generate-sources prior to executing itself.", even though this has already happened.  It happens that the change:jira-report is bound to generate-sources - so move it elsewhere.
