Release 1.2.11rc3?

So, before I call an official vote, I thought I would open it up for an
unofficial poll.  Should we proceed with 1.2.11rc3 for the official release?

- I can work to run the tests under 1.4.  I'll have to modify the witness
files, but it is probably straight forward enough.

- I want to mention the release plan going forward, so I would like to work
out those details (v1.3 vs v1.4), but we have a release plan in place that I
can document for now.

Any other concerns or items we should look at?

Later than I planned, but I updated the 1.2 branch and the main branch with 
the roadmap info.  Please review and update if you think there should be 
changes.  I'm going for an official build end of day Friday (tomorrow).
