Peter Dave Hello maintains a "High quality URL shorteners domain list, used by
NextDNS, ControlD, RethinkDNS and dnslow.me". From what I can gather, the
description seems accurate; this appears to be the most current, complete,
well-researched and actively maintained URL shortener list I've come across.
And I've looked more or less everywhere over the past few weeks.

As best I can tell, there should be no problem consuming his entire active list
(with credit and permission, of course) into the 25_url_shortener.cf ruleset.
This would provide far better coverage than what's currently there, and thus
vastly improve the usefulness of the plugin.

I've been planning and working on a big change request to the url_shortener
list, but I think I'd perhaps rather contribute to his project, and see SA
consume it. He seems quite dedicated to this particular maintenance task, in a
way I suspect the SA project does not currently have the resources to be (not
to mention how duplicating the labor is entirely unnecessary).
