StreamCommitWatcher is a 45-line subclass of AbstractCommitWatcher whose only override is releaseBuffers() — about 10 lines of meaningful code. This thin indirection makes bufferList ownership unclear (shared between the stream and the watcher via constructor parameter).

Inline the commit-index tracking directly into BlockDataStreamOutput so that bufferList management is local to the block stream. Delete StreamCommitWatcher.java.

CommitWatcher (the Ratis path variant) is unaffected. A similar inlining may follow in a later phase if warranted.
