Jenkins SVN problems

Hi *,

we currently have SVN problems on Jenkins - e.g. on POI-DSL-1.8, a "E130003: Parser configuration problem: namespace reporting is not enabled" is reported.

I guess this is due the SVN migration recently - see below.

At 1700 Hours UTC on 12 October 2019, Infra will begin the process of migrating svn.apache.org to a new data center, with an upgraded operating system (and upgraded svn server version.)

At the aforementioned time, Infra will shut down the existing svn.apache.org, resulting in a ‘connection refused’ for any attempts to contact it. We will synchronize the data to the new server, update the DNS entries, and restart the httpd on the new system.
We are planning an 8 hour downtime window for this effort, although we expect to have the service restored much sooner.

There should be no changes to workflow or access to the new system.
