Apache HTML/Java API 1.4

Hi.
It has been a year since previous release of HTML/Java API 1.3

and I am working on release 1.4 to be included in NetBeans9:

That by itself may or may not be of an interest of this audience, but the good 
news for you is that all my changes were internally approved for donation:

As a result (once Oracle officials approve the NetBeans code donation), Apache 
gets the latest and greatest HTML/Java API - version 1.4
