LZ4 compression is currently enabled for 0.23.1 and 0.24.

However, it is not available for earlier versions of Hadoop.
As a consequence, existing distributions such as Cloudera CDH3U3 cannot benefit from it.

The request is to backport the LZ4 compression scheme up to a "reasonable level", typically up to the first version with Snappy compression supported (0.21.0).
