[I] Add User Persona Documentation [datafusion]

andygrove opened a new issue, #23616:
URL: https://github.com/apache/datafusion/issues/23616

   ### Is your feature request related to a problem or challenge?

We recently added a User Persona page in the Ballista documentation. This helps document who Ballista is for, and helps us when reviewing PRs to make sure that we aren't accidentally breaking functionality that different personas depend on.

   https://datafusion.apache.org/ballista/contributors-guide/user-personas.html

I would like to do the same for DataFusion "core" next. Let's use this issue to discuss the current personas.

To kick it off, here are few ideas:

   - Projects embedding DataFusion for a highly optimized single process query engine
   - Projects such as Ballista and DataFusion Distributed, building distributed query engines on top of DataFusion
   - Projects building databases
   - Python users (data scientists), using the DataFusion Python bindings
   - Java users, using the new Java bindings (probably zero users currently)

   ### Describe the solution you'd like

   _No response_

   ### Describe alternatives you've considered

   _No response_

   ### Additional context

   _No response_

I have prepared a draft based on the five personas proposed in this issue:

   1. Embedded query engine builders
   2. Distributed query engine builders
   3. Database builders
   4. Python users
   5. Java users

The page follows the structure of Ballista's user-persona documentation, with dependencies and PR red flags for each persona.

One intentional difference is that I describe it as a review checklist rather than a strict additive-only contract. DataFusion's existing API health policy allows carefully discussed and documented breaking changes, so the draft links to that policy and the upgrade guide.

One open question: should DataFusion CLI users be documented as a sixth persona, or is this page intentionally focused on embedders, downstream systems, and language bindings?
