Review for package level docs

Hello all,

Would one of the other committers be willing to volunteer a short review of
the package level documentation I have been working on? I would like to get
it merged so others have existing documentation to base the addition of new
docs on. I have worked through a few iterations with Daniel to get to a
good standard on structure and format of the docs so I think they should
serve as a nice model for others once they are merged.
