    build: ban these sbt commands (#1862)
    
    Releases of jars to Maven Central should be finished using
    repository.apache.org UI.
    
    These sbt commands are still allowed:
    * sonatypePrepare
    * sonatypeBundleUpload
    * sonatypeClose
