About closing XALANJ Jira issues

For 2.7.0 I seem to remember asking the issue reporters to close the issues
that were resolved to their satisfaction, and that they couldn't (unless
they were a committer).

So for this go-round of issue cleanup, that is issues fixed in the 2.7.1
release, a comment in the issue by the reporter is sufficient. Ultimately a
committer will close it.
