> The [NOTICE file|http://www.apache.org/legal/src-headers.html#notice] is meant to contain the copyright notice for the Apache Phoenix project (a range of year and the copyright holder is the ASF) and to capture information that is not already present in the LICENSE file.
> That means for bundled software with no NOTICE file, the entries in LICENSE are sufficient. Additionally, for other ASF projects, per LEGAL-234, we do not need to propagate a "stub" NOTICE file (that says copyright ASF and was developed at the ASF).
