Woe is cardiff


The server at cardiff was rebooted this morning, and it did it's usual
meltdown routine.

The scoreboard file got chopped to 40 bytes (should be 1200).

The symptoms suggest it's a bug in Apache, which is fixed after a
SIGHUP.

I don't believe it is accidental damage to the scoreboard file. The
problem has happened 3 times, all of them after a reboot but before a
SIGHUP.

If this means running the restart code once at startup, I think it's
worthwhile.
