How to change the location of cocoon.xconf and sitemap.xmap

Hello,
I would like to know if it's possible to put the files cocoon.xconf and
sitemap.xmap on an other location, wich is independly from my
WebApplication - directory.

As indicated by Tim, it's possible but not generally done (which is why 
it hasn't been made easier).  Can you explain why?  There is probably a 
different/better way of accomplishing your end goal.
