Create svn accounts:

gmorris => Graham Morris <gm...@virtualmgmt.com>
mball => Michelle Ball <mb...@virtualmgmt.com>
jjimenez => Jessica Jimenez <jj...@virtualmgmt.com> 

Note: ICLAs are non on file for these individuals, and they will not be contributing any IP.  They don't need apache.org email accounts, but creating such may make it easier for us, and that is OK too.

They should be added to an accounting group (either in LDAP or in pit-auth), and that group should be given read/write access to https://svn.apache.org/repos/private/financials/Bills .
