This used to work but now for over a year page break insert has been a broken
feature in any multi page spreadsheet document:
1- Any page-break-insert move, insert, delete, OR rows added under/before a
page break, may crash the document so you have to go into document recovery and
then the document is never the same again.
One time hundreds of lines with a single character on them were added at the
end of a document after a crash and now they can't be deleted. Also I could not
copy and paste to a new document to fix it.
2- EVEN IF THE DOCUMENT DOES NOT CRASH:
After any page-break-insert activity or row insert/delete activity, the
Rows-&-PageBreakInserts are moved throughout the document to wrong positions.
Example: Like inserting 3 rows on a page, will for all the following pages,
move the page-break-insert character, down 3 rows into that page past the
top-of-page information.
Headers and footers, off or on, do not seem to affect this.
What is happening is that any row inserted in the document mistakenly pushes
down all the lines in the document thus misplacing the page-break-inserts ON
EVERY FOLLOWING PAGE!
This is NOT a feature. It is not the correct way for a spreadsheet to work. I
have been using spreadsheets 20 years and all the other ones worked correctly
as did Open Office before.
THIS DID NOT HAPPEN until one of the many miscellaneous updates happened like a
year ago then page-breaks began to blow up. This was also true before 3.4. This
is a disaster to my extensive work.

Possibly this bug should have been entered under PRINTING
but since inserting rows or page-break-inserts will incorrectly reformat the
whole document and can ruin the file with a crash, I put it under formatting.

Sequence of screenshots
I cannot confirm it, see attached sequence of screenshots. When I insert three
rows the page break (=blue line) remains above the line containing the "a".
Do you do it different?
Please attach a document, which has this error. Perhaps there is something
special with the document.

I do not understand your description. Please add a document and then describe
step by step what you do, what happens and what you expect to happen.
Page breaks react on the settings in the tab "Sheet" in the page properties.
What settings do you use?
I cannot force a crash. So please give an exact description how to crash it. If
it is not reproducible, it cannot be fixed.

Green line shows row break moved down below heading after an insert of 3 rows.
If I drag the mouse cursor over 3 lines anywhere in the document above a row
break, then do "insert > rows" this picture attathment shows how the green line
(row break) is moved down 3 lines below the header of "Ongoing Costs:". The
page break or "row break" needs to stay in place above the header. It used to
stay in place.

While attempting to create a file for you to test, I discovered where the
problem may lie.
When I deleted long paragraphs that were justified formatted, so that only one
character was on that line, then line inserting worked fine, and did not move
the insert-row-breaks that followed the inserted lines.
It does not always happen, but it happens often enough that as a practical
matter you can't use long justified paragraphs and then insert row-breaks or
delete row-breaks.
Additionally: Sometimes row inserting will cause extra insert-row-page-brakes
to be created; it moves them down a line or two and adds an extra one.
The new release of Open Office Calc is better but not completely fixed. It has
locked up, moved, and duplicated, insert-page-breaks multiple times in my big
multipage files (21 pages).
These files include images at the end, a number of long paragraphs scattered
throughout that have justified formatting (you must use justified or you loose
part of the paragraph), a one line header, a multi line footer, and average
maybe 30 calculation lines per page.
Examples of the error & options are placed above as attachments.

Good test you did! I can't send my whole business file but how about this:
The difference between mine & yours is that in my file I have 21 pages that has
images at the end and much calculating throughout before that.
Any big test file that you have there should show this problem. All it needs
are fields that are on page 2 to be referenced like on page 5, the pages need
headers as you have done in yours with the "AA A AA". Also I use almost all the
formatting commands including different font sizes.
You did a great test that illustrated exactly what I said so we basically
understand each other. Now if you just do it in any really big MULTIPAGE file
then the problem should show up where adding rows make the row-page-break's
almost all move below the the top of the pages jumping to a higher numbered
cell all on their own like magic. What should have happened in your test was
the blue page line should have gone down 3 positions to like row 27 passing the
"A AA A" header lines, but I see from your picture file that it did not.
Also just doing like 3 or 4 row inserts one at a time not with the mouse but
with insert > row done over and over will also cause the
page-top-insert-row-breaks to move past their headers.
My problem is that my budget if very large and it will bite me in the end of I
send it out to anyone except the few that will normally see it.
If you try the above and you can't duplicate it then I will find a way to
justify the time in my daily budget to take the file and change all the numbers
and other stuff. This will take quite a while but I will do it. I really think
that with a multipage test and just a few calculations in there it will show
up.

So, is anyone going to work on this? It is a major problem for large files
making the spreadsheet program almost useless for business use since multipage
files have this problem. I have 6 major files with this problem.

I reproduce this error all the time but I also use so many features and very
large files OF 10 pages and more, that maybe you can't find it in a small test

If someone works on it, he will click on "take", the issue will be assigned to
him, and you will notice it by a change mail. But unless it is reproducible no
one will work on it.
You have got such "big" files, that might be suitable to reproduce it. So
please attach one. You can use the find&replace dialog to remove all
confidential information. Remove all informations in the document properties
too. Test then, that the error can still be seen and attach it in the state
before inserting the rows.
