delay on announcing jspwiki 2.10.0

Hi all,

JSPWiki 2.10.0 release vote passed almost 10 days ago, but it hasn't been
announced yet, mainly because:

- we need a dist area to place release artifacts into (requested on 14th)
- 2.10.0 vote passed on 18th
- initial steps for dist area on 22th
- population fo dist area several hours after
- this weekend dist area suffered a major outage (cfr.
https://issues.apache.org/jira/browse/INFRA-7226)
- data from dist.a.o was recovered from a backup, but some commits were
lost, jspwiki's initial steps of dist area creation amongst them
- requested re-creation a while ago


Tracking of dist area creation can be reached through
https://issues.apache.org/jira/browse/INFRA-7190. I don't have much more
information except that @infra are dealing with/working on lots of things,
but I expect that we'll be able to announce 2.10.0 soon. Anyone able of /
wanting to fill the gaps on above, or having more info, is more than
welcome to share it here.

Also, although unannounced, JSPWiki 2.10.0 is already available through
Maven's Central repo, at org.apache.jspwiki groupId; the staging repo used
for the release vote was synced with Central on January 18th/19th.
