Why FOP for me doesn't work?

Hello,

I have this problem - I tried to use FOP 0.20.3 to produce PDF files from FO 
objects (generated by Saxon) and when I ran it with syntax:

FOP file.fo file.pdf

I get this message - [ERROR]: Don't know what to do with

So I tryed it with syntax:

FOP -fo file.fo -pdf file.pdf

But follows same message - [ERROR]: Don't know what to do with


I think, my sources FO files are correct (when I used PassiveTex - no problems 
with translation to PDF). 
I also tried your example files from directory DOC\EXAMPLES\FO (border.fo), 
same message.


I tried older version - FOP 0.20.2, but it also doesn't work.
I use JDK 1.3.1_01, but same problem I have with older version of JDK (1.2.2).

This problem I have under Windows ME, SuSE Linux 7.0 and Windows XP.
In OS, I have set this paths: C:\jdk1.3.1_01; C:\jdk1.3.1_01\bin
and this variable: JAVA_HOME=c:\jdk1.3.1_01


If you know, why it doesn't work, please help me.
