Please provide more details (and copy the public dev@ user list) so we can narrow in on the problem.

Which version of Windows 10 are you running?  Windows 10 Home or Windows 10 Pro?

Are you following the steps in the README file for the Windows 4.1.2-patch1 Hotfix?

By "Open the Patch" do you mean the .zip file or do you mean attempting to run the APPLY .bat file?
