[IEP-88|https://cwiki.apache.org/confluence/display/IGNITE/IEP-88%3A+CLI+Tool] states that commands for cluster management use --cluster-url parameter for the endpoint while commands specific to the node use --node-url while in fact --cluster-url is a URL to any node in the cluster.

We could use --node-url in cluster commands as well.
