Disable rebalancing

Hi,

Is there a way to disable rebalancing in Storm? Also under which
circumstances, does Storm perform rebalancing?

Storm does not automatically rebalance (ie, it is kind of disabled by
default). Rebalancing has to be triggered manually (for example via
command line: "storm rebalance <some parameters>")
