Configuration:

Using Abit AMD64 +3000 motherboard, 1GB mem, 2x120GB mirrored disk drives.
RedHat Linux Fedora Core 4, fully patched from Red Hat channels as of this 
writing.
Apache 2.0.54 (fully patched from Red Hat)
PHP 5.0.4 (fully patched from Red Hat)

Observated issue:

After rebooting the server (cold or warm restart), Apache will respond to 
almost all requests with error 403: you are not authorized to access this page 
(using URL http://www.elfstocks.com:8080/ or 
http://www.elfstocks.com:8080/index.php).  A simple, explicit page phpinfo.php 
with <? phpinfo(); ?> returns the expected PHP info datasheet, but more 
complex and implicit pages named index.php, index.htm, default.php, etc. 
return 403.  Reproducible every time.

Without rebooting the system and only issuing (as root) the command "service 
httpd restart", Apache starts working as expected on all pages, implicit and 
explicit.  Reproducible every time.

Steps taken to date:

I've searched these bug forums for hours hoping to find an answer.  Closest 
match seemed to relate to regex patch on older version 1.? of Apache about 
eight months ago.  At this point, I'm not sure if this is even a bug in Apache 
or a problem with my conf file settings.

As there is a manual work around (cumbersome tho it may be), I have lowered 
the priority of this report.  But I would appreciate any advice or pointers 
when you can, even other bug reports of similar nature.  I'd like to add an 
attachment with the current configuration file, but don't see how to do that 
here.  Thanks!
