[VOTE] Release Apache Any23 2.4

Hi,

Please VOTE on the release candidate for Apache Any23 2.4

We solved 39 issues:

Hi Lewis,

*+1* from my side (non-pmc vote)

I checked the following things:

1. Verified the signatures in the distribution folder
https://dist.apache.org/repos/dist/dev/any23/2.4/
2. "mvn clean install" works for all the the src packages in the folder.
3. The build and tests passes for the tree
https://github.com/apache/any23/tree/any23-2.4
4. Ran rover, mimedetector and microdata tool from cli and it parsed as
expected.
5. Imported it as a library and checked the parsing. It is working as
expected as well.
