# Rationale for this change
This keeps the Rust OpenTelemetry dependency group current with the stable 0.32 release line.
# What changes are included in this PR?
This updates `opentelemetry`, `opentelemetry-otlp`, and `opentelemetry_sdk` to `0.32.0` for the OpenTelemetry-related Rust layer crates, refreshes `core/Cargo.lock`, and adjusts the tracing layer doctest so it does not pass a 0.32 SDK tracer into `tracing-opentelemetry`, which still depends on the 0.31 tracer trait.
