I have also downloaded the attached file and opened it using Windows 10 and
Open Office 4.1.2 (Snapshot 8/22 Build) and may have noticed the text shift
that you have reported.

The steps that I have taken to test this bug:

1. Downloaded new install of Open Office
2. Downloaded the supplied attached document
3. Opened document and deleted red text a couple of times.
4. It is intermittent, but sometimes after deleting I notice the text above the
deleted portion shift up about half a line.

From the line shifting you mentioned I believe this is one of the issues you
were speaking to. However, it was a very minor shift and may just be Writer
refreshing the view due to a lot of text being removed.
