    Description: 
1. Set up CS with one zone using S3 as secondary storage.
2. Register a template with cross-zone set to true.
3. Now add another zone using the same region-wide S3 secondary storage as zone one.
4. template_zone_ref only has one entry for the cross-zone template, no entry for later added zone.
