CLOUDSTACK-10012: Introduce Embedded Jetty with shaded jar

- Changes packaging to shaded jar
- Introduced embedded jetty
- Updates jetty dependencies version 9.2 (java 7+)
- Initial changes to debian config files
- Initial removal of tomcat dependency
- Introduce ServerDaemon class with customizations
