table-omit-footer-at-break: is FOP or XEP compliant?

Hello,

We are currently evaluating XSL:FO tools. After trying out both FOP, and 
XEP, I came across a possible incosistency. I am not sure which one is 
deviating from the standard.

The FO example at http://www.renderx.com/Tests/table_headers.fo has 
"table-omit-footer-at-break" set to "false" for all tables. According to 
the spec, this means that the footer shall not be omitted. However, the 
output page (http://www.renderx.com/Tests/table_headers.pdf) clearly 
shows that the footer (in blue) is missing from the first page.

I have examined the same case using FOP, and it behaves as I would 
expect: whenever 'omit' is set to false, it repeats the footer always at 
the (possibly premature) end of the table.

So, my question is, what behaviour is according to spec? FOP's or XEP's?
