SA3.0rc1: MISSING_SUBJECT fired on every mail

I'm running SA3.0 for some weeks now (had sa3.0pre4 first, then upgraded to
sa3.0rc1) together with amavisd-new-20040701 and it seems that the test
MISSING_SUBJECT fires on every mail, i.e. even if there is a Subject: header
and it's not empty. Has anyone experienced this problem or any idea what
could cause it?
Possible configuration problem? a bug?
