chore: stop forcing .ipynb as a binary attribute
Country Map GeoJSON Generator.ipynb is the only notebook in the repo,
and marking *.ipynb binary repo-wide means git shows "Binary files
differ" for every change to it, no textual diff in PR review and no
real merge/rebase help on conflicts (git falls back to an all-or-
nothing ours/theirs choice instead of a line-level 3-way merge).
Notebook JSON is plain text; letting git diff it normally costs
nothing here, since it's the only .ipynb in the tree and carries at
most one small embedded plot image.
