 trac;#11317 was created to address the other request in the
 [http://markmail.org/message/u6afuzyxueupgpwh mailing list thread]:
 providing the ability to create custom entries on the main nav without
 adding a plugin. I'll investigate that issue in parallel with this one,
 and for this ticket I'm trying to make any new options integrate nicely
 with the existing `[trac] mainnav`, `[trac] metanav` options, and the
 `[mainnav]` and `[metanav]` sections.

 [1522789] was the first step towards resolving this ticket, and resulted
 in the regression described in #667.
