#20980 causes not all CI workflows to run, make sure tests actually ran before merging PRs

Hello,

I noticed a new PR today was not running full CI, and saw a runs-on/action
dependabot bump got merged overnight that Comet had to revert yesterday.
This update causes workflows not to run, but PRs still show green CI.
Please be careful this week to make sure full tests run since any PR that
merged in main between ~8 hours ago and until #21002 merges will not run
all tests.
