maven-components, maven-wagon, maven-scm migrated to Subversion

Hi folks,

As previously voted on, the remaining CVS repositories are presently
being locked and imported into Subversion. I've done some testing on my end.

If anyone had pending commits, I apologise - you can still do a cvs diff
to create a patch and apply it to the SVN repo. Noel was available, so
it was good to get it out of the way.
