   @ChenSammi @peterxcli I think this change is too big, we should split it:
   
   1. Use same instance of `VolumeChoosingPolicy` (as implemented up to 924eb8a0135093ea4943a408e3d3556d8adfc5f6 + 5ead5ebb92c331d1fcb3fac7847c18b6e4e65968)
   2. Make `chooseVolume` synchronized and changes around committing space.
   
   (1) may be a pre-requisite for (2), but I think those are logically separate changes.  (1) is the larger change of the two, but it's pretty straightforward.
