I'm kind of thinking always doing a String compare is the correct thing as well.
 We could use BigDecimal, but then it would break (and currently breaks, if I'm
guessing right) for some locales.  I think there should be a separate tag or at
least an attribute that sets this equal into "double" model.  Regardless, this
needs more discussion before we do anything about it in the nearterm.
