Simulating the web server side of a relay
I am trying to test the functionality of a web relay to a web server ...
my web relay should/will change the HTTP header of the messages it
passes, therefore I'd like to be able to connect "a component" to the
web server side of my relay so I can validate the message it receives
and reply appropriately.
Does such a component exist within JMeter ? (because if it does I can
not find it)

If I understand you correctly, you are asking if JMeter can act as an
HTTP server.
If so, then the answer is no.
