Propose the first version v0.1.0

Hi dev
 
   I have closed the #MNEMONIC-15,  the code has been re-formatted
according to the rules from #Mnemonic-10 as well as Apache License,  so
by this point, should we based on the correct codebase to release the
first Mnemonic version v0.1.0 ? thanks.

Please also review the incubator release guide:
http://incubator.apache.org/guides/releasemanagement.html

It is not fully complete but should give idea on how to release in ASF as
incubator podling.

I think the new features (Arrow integration and Native Computing) are not required for 0.1.0 release since they are in very early stage. 

0.1.0 release will be the one we already fully tested and successfully used in integration.
I'd suggest we let the community to go through the code for a week. let's see if there is any issues. Then we can do a vote.
