 james-listmanager.xml file: invalid XML file format.  It is considered invalid to have two root rags <mailet ...> in the same xml document.  Usually multiple tags like this would be enclosed in a single "collection" tag such as <mailets>.  This may cause problems for xml parsers that attempt to validate the xml document.  It appears that James 3.0-M1 starts ok with this file format so this is not a high priority fixup.
