   ### What changes were proposed in this pull request?
   
   Syntax like `'foo` is deprecated in Scala 2.13. Replace usages with `Symbol("foo")`
   
   ### Why are the changes needed?
   
   Avoids ~50 deprecation warnings when attempting to build with 2.13.
   
   ### Does this PR introduce any user-facing change?
   
   None, should be no functional change at all.
   
   ### How was this patch tested?
   
   Existing tests.
