Move BayesianAnalyzer to extra project

I like the basic idea behind this proposal to make the Bayesian stuff
more stand-alone.
If it becomes its own subproject or not, I don't care that much.

More important to me would be to
1. give this stuff its own package
2. make it a service component on its own
3. have a good abstraction layer around it

(Only then we can decide if it eventually qualifies for subproject)

We could break out the analzers and mailets out into a separate product under mailets without too much difficulty. 

We would probably need to fork SQLUtils (but it's a simple class).
