## Problem
User management actions rely only on React loading state. Rapid repeated input can submit duplicate create, password, or status mutations before the next render, while an older list request can overwrite a newer response.
## Expected behavior
Use synchronous in-flight guards for mutations and apply only the latest list response. Expose row and modal loading states while requests are active.
## Verification
Add focused UI tests for duplicate create and repeated status submissions.
